Answer :

P-CCPCH is the primary control channel. The power measurement "P-CCPCH to Pilot Power" is the level of the P-CCPCH channel relative to the pilot (P-CPICH). The result helps the user tell if the P-CCPCH level is set correctly, since typically the P-CCPCH level setting is specified relative to pilot level. If P-CCPCH is too low or too high level, the signal may be unusable by mobiles because they may not be able to read the system info on the control channel.
