NI LabVIEW SignalExpress TE does work with the MSO/DPO series, with two main caveats:

NI SignalExpress TE only acquires the analog channel data, not the digital channels or bus waveforms.
The step used for the MSO3000 is the same step used for the DPO3000, although the step name only says "DPO3000".
